US Regulators Open Onchain Stock Trading as Crypto Reprices Macro and Policy Risk

A conditional SEC pathway for tokenized-stock AMMs and parallel CFTC actions advance US market structure despite legislative failure, while crypto prices rebound sharply amid higher-rate uncertainty.

The Securities and Exchange Commission issued a five-year conditional exemption permitting tokenized National Market System equities to trade on permissioned automated market makers, while Commodity Futures Trading Commission staff expanded introducing-broker relief to passive software providers. Concurrently, the CFTC submitted a prerule on crypto-asset transactions and markets to the White House’s Office of Information and Regulatory Affairs on September 17, following the Senate’s failure to advance the CLARITY Act.

The regulatory measures establish an administrative route for compliant onchain securities trading and derivatives-market access without waiting for comprehensive legislation, directing competitive advantage toward regulated trading, clearing, and software infrastructure. However, the SEC relief remains conditional and time-limited, while the CFTC filing is only at the prerule stage; neither development resolves the broader statutory allocation of regulatory authority or establishes a permanent federal framework.

Digital-asset markets rebounded sharply following earlier macro-driven weakness: Bitcoin recovered to $80,871, up 5.9% over 24 hours on $44.8 billion in trading volume, while Ether advanced 6.8% to $2,611 and Solana gained 10.9%. The rally followed an intraday move above $81,000, yet it unfolded against persistent macroeconomic headwinds, including elevated crude prices, rising long-end Treasury yields, and shifting interest-rate expectations that had previously pushed Bitcoin down to $77,120 and left 103 of the top 125 non-stablecoin tokens lower.

Institutional tokenized-cash distribution expanded as WisdomTree partnered with MoonPay to provide its 35 million accounts with access to the WTGXX tokenized Treasury fund, with MoonPay planning to hold the fund against its stablecoin reserves. WTGXX manages $1.23 billion in assets, making it the fifth-largest fund in a $15.4 billion tokenized Treasury market. The integration connects retail-facing payment rails to short-duration sovereign yield, though its net impact on fund inflows and reserve composition remains contingent on actual platform user conversion.

Coinbase submitted a filing seeking CFTC approval to list 24/5 single-stock perpetual futures on Apple, Tesla, and Nvidia, providing leveraged exposure to individual equities without underlying asset transfer. The proposed contracts would execute on Coinbase Derivatives, feature hourly funding intervals, and clear via Nodal Clear. If approved, the product would export digital-asset derivatives architecture into traditional equity exposure, though final listing timelines and commercial traction remain subject to regulatory clearance.
