Binance Inflows Stabilize as U.S. Equity Perpetuals and Canton Receive Regulatory Advances

Binance returned to positive daily net flows after its breach, while U.S. approval of stock perpetual futures and SEC no-action relief for Canton Coin broaden regulated market-structure pathways.

Binance reported that daily net flows turned positive after withdrawals resumed, with figures ranging from $1.82 billion to $2.3 billion across reported exchange dashboards, although seven-day net outflows remained $11.832 billion. The exchange also stated that 98% of affected tokens had been replenished following the $6.34 billion theft, while the replacement of thinly traded assets continued to delay full remediation. Bitcoin traded at $77,443, up 0.98% over 24 hours, after earlier trading placed it near the $76,000–$77,500 range.

The transition from acute outflows to positive daily flows reduces the immediate risk of a liquidity run, but it does not resolve broader questions regarding operational controls, solvency verification, and liquidity across less-liquid replacement assets. Sizable trailing weekly outflows and incomplete token replacements indicate that market confidence remains fragile, while aggregate inflow data cannot distinguish durable customer balances from transient market-making and arbitrage capital.

The CFTC announced that equity perpetual futures may trade on CFTC-registered U.S. exchanges that are also registered with the SEC, introducing a crypto-native derivative contract to domestic equity markets. A Cboe-backed group has filed suit challenging approvals involving Coinbase, Kalshi, and Bitnomial and is seeking emergency relief, leaving immediate implementation dependent on judicial review. If upheld, the framework would import perpetual-derivative mechanics into listed equities, elevating the role of dual-registered clearing, margin, and surveillance infrastructure.

SEC Division of Corporation Finance staff issued no-action relief regarding Canton Coin’s programmatic minting, identifying the token as a digital commodity in light of its network utility and the absence of a controlling central party. Concurrently, Société Générale accepted $10 million in DTCC-tokenized Treasuries as collateral in a Canton transaction executed through its existing collateral systems. The paired developments provide clearer regulatory and operational precedent for institutional tokenized-collateral workflows, though recurring settlement and repo financing remain at the planning stage.
